New requirements for accessibility statements: what you need to know
Since 1 August 2024, significant changes have been made to the structure of and requirements for accessibility statements. This document, mandatory for all public sector bodies, must now be generated in line with new technical conditions. The changes cover both websites and mobile applications, and the key element is the assessment of conformance with WCAG 2.1 (Web Content Accessibility Guidelines).
If you are responsible for maintaining a website or mobile application for a public institution, you need to make sure that the accessibility statement complies with the new guidelines. The new version of the document requires:
- Detailed reporting of conformance with WCAG 2.1 requirements
- A description of any barriers preventing full accessibility
- Information about available alternatives to inaccessible content
- Contact details of the person responsible for accessibility
- Procedures for submitting complaints and requests concerning accessibility
Key technical changes
The main change is a new structure and additional technical requirements for publishing the statement:
- The statement must be published in HTML format, which ensures full accessibility for assistive technologies such as screen readers.
- Mandatory HTML identifiers have been introduced which must be included in the statement, such as:
a11y-status(accessibility status),a11y-data-sporzadzenie(date of preparation),a11y-aplikacje(mobile applications) ora11y-architektura(architectural accessibility). These identifiers ensure consistency and make the document easy to process. - Every statement must be updated at least once a year. The date of preparation and of the last review must be clearly stated, and failure to update regularly may lead to sanctions.
The Ministry of Digital Affairs provides detailed technical documentation
The Ministry of Digital Affairs (Ministerstwo Cyfryzacji) has done important work in preparing detailed technical documentation, which is invaluable support for public sector bodies.
The new guidelines are clearly worded, which makes it easier to check that an accessibility statement is correct. Thanks to the precise description of the document structure and guidance on the mandatory elements and HTML identifiers
obliged entities can easily bring their statements into line with the legal requirements. The documentation available on the Ministry of Digital Affairs website lets you check on an ongoing basis whether a statement complies with the regulations: Technical conditions for publication and the structure of the electronic accessibility statement document.
